The Baotou-Xi’an Passenger Dedicated Line is approximately 800 kilometers long and is designed for an intended speed of 350 kilometers per hour. Once completed, it will alleviate the freight traffic pressure on the existing line and form a convenient passenger transportation corridor that facilitates the exchange between the Hohhot-Baotou-Erdos-Yulin city cluster and the Guanzhong city cluster.
The Baotou-Xi’an railway is a key construction project within the national “Mid-to-Long Term Railway Network Plan” and was also a national railway construction priority during the “11th Five-Year Plan”. It is an important component of the railway network framework in Northwest China. After its completion, the railway will mainly serve coal transportation but will also accommodate both passengers and freight. It will become a crucial passage for coal transport from the large Shaanbei and Huanglong coalfields, which are among the thirteen large-scale coal bases in the country. The construction of the railway holds strategic significance for promoting the large-scale integrated development and utilization of the Shaanbei and Huanglong coal bases, accelerating the construction of the energy and chemical base in Western Shaanxi and Western Inner Mongolia, and enhancing the capacity for coal transportation to other regions.
包西客运专线全长约800公里，拟设计时速350公里，建成后可释放既有线货运压力，形成呼包鄂榆城市圈和关中城市圈交流便捷的客运通道。
包西铁路是国家“中长期铁路网规划”的重点建设项目，也是“十一五”国家铁路重点建设项目，是西北地区铁路网骨架的重要组成部分。建成后将以煤炭运输为主、客货兼顾，是国家十三个大型煤炭基地中陕北、黄陇煤田煤运的重要通道。对促进陕北、黄陇两大煤炭基地大规模综合开发利用，加快陕西、蒙西能源化工基地建设，提升煤炭外运能力具有战略意义。
